Graffiti Removal Services

The Baltimore City Department of Public Works (DPW) offers graffiti removal services to help keep public spaces clean and free from vandalism. Graffiti removal services are an important part of maintaining clean and safe public spaces within the City of Baltimore. If not removed, graffiti can cause blight; increase criminal activity in the surrounding neighborhoods; reduce property values; and give the impression that the City is not committed to providing clean and safe environments for residents and visitors. DPW removes graffiti from the following buildings:

  • City-owned properties
  • Citywide private residential properties

DPW does not provide graffiti removal services on commercial properties or on private owned businesses. The process of graffiti removal typically involves the use of specialized equipment/dustless blaster or area covered by graffiti will be painted. The process will depend on the surface that has been vandalized, as well as the type of paint or material that was used to create the graffiti. Residents should contact 311 to request graffiti removal from residential properties.

How to Request Graffiti Removal Services

To request graffiti removal services from private residential properties, residents must take the following steps:

1) Call 311 to request graffiti removal services. A service request number will be provided when calling 311 to request graffiti removal services.
2) ) Fill out and return Graffiti Removal Release and Waiver of Liability Form. A service request number must be obtained and written on this form.

I certify that myself, the person named above, is the owner of the property located at the address entered above. As the owner of the property, I am not required to obtain anyone else’s consent to permit work to be performed or to sign this form. I give permission to the City of Baltimore and its agents to enter my property to remove or cover the graffiti using methods upon which the City of Baltimore and its agents decide. I release and waive any and all claims of liability against the City of Baltimore and its agents for any claims or damages related to the graffiti work performed on my property. I understand that only the area covered by graffiti will be cleaned or painted and not the entire structure. I understand that there are no promises being made about the color or quality of the services or materials used in doing this graffiti removal. I also understand that by signing this form, I give the City of Baltimore and its agents permission to remove graffiti from my property but they are not obligated to do so. I also understand that this release and waiver of liability shall be valid for a period of one year from the date of execution.

Please note that DPW has the following colors in stock only: black, white, brick red, forest green, light/medium/dark gray and wheat. DPW does not provide custom paint colors; however, owner can provide their own paint.
