Water Meter Request

In response to the COVID-19 pandemic, DPW has modified the process to open new water accounts and to request a new water meter accounts. While many of our staff continue to work remotely, please submit requests for new meters via email: [email protected]. In addition, the Rates and Revenue section can be reached at 410-396-5533.

  • Baltimore City will accept new account paperwork via USPS and via email at [email protected].  Payments will be accepted only as certified checks and will only be accepted through USPS.
  • Upon receipt of the appropriate paperwork and verification of payment, the Rates and Revenue section will:
    • Verify that the City received the necessary documentation and follow up for any missing information.
    • Establish the billing account in the billing system.
    • Coordinate meter installation and send the meter information to inventory management (see below).
  • Meter Installation:
    • For meters under 3” – Meters will be installed by the City Representatives:
      • A Cityworks work order is created for meter installation to be performed by City Representatives.
    • For meters 3” and greater - Meters will be installed by the Developers, Contractors, or Other Property Owner Representatives:
      • The Rates and Revenue section sends the following information to the Chief, Materials Management Division at least 1-2 days in advance of intended pickup by the Developers, Contractors, or Other Property Owner Representatives:
        • Copy of proof of payment
        • Work order
        • Application and/or developers agreement
      • Developers, Contractors, or Other Property Owner Representatives are instructed to contact the Chief, Materials Management Division to schedule an appointment to pick up the meters. Developers, Contractors, or Other Property Owner Representatives need to provide the Chief, Materials Management Division the following:
        • Company Name
        • Phone Number
        • 24 notice before desired pick update.
    • Inventory Control ensures the following prior to Developers, Contractors, or Other Property Owner Representatives arrival:
      • Payment verification and work orders match with application and developers agreement.
      • Meter stock availability.
  • Meter Pick Up by Developers, Contractors, or Other Property Owner Representatives:
    • Developers, Contractors, or Other Property Owner Representatives picking up meters from the meter shop will not be permitted inside the building. 
    • Developers, Contractors, or Other Property Owner Representatives need to call Inventory Control upon arrival and meters will be brought outside of the building.

PRIOR TO METER PICKUP:

Developers, Contractors, or Other Property Owner Representatives need to confirm that all necessary paperwork and been completed and payments have been received prior to attempting to pick up a meter.  Please send correspondence to [email protected]

APPOINTMENT REQUIREMENT:

Developers, Contractors, or Other Property Owner Representatives need to pick up water meters from Baltimore City’s Meter Shop must schedule an appointment.

  • Customers/Developers/Contractors picking up meters from the meter shop will not be permitted inside the building. 
  • Customers/Developers/Contractors will need to call Inventory Control upon arrival and meters will be brought outside of the building.
