Application for Redevelopment Waiver: Preston Gardens

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description:

The project has an approximate area of 1.94 acres and is located along northbound St. Paul Place between Saratoga Street and Orleans Street in the Mount Vernon district. The project will consist of the following improvements:

• Rehabilitate the existing historic wall separating St. Paul Place from St. Paul Street.

• Relocating northbound St. Paul Place traffic lanes to alleviate stress against the existing historic wall.

• Creating a plaza area between northbound St. Paul Place and the historic wall- to include a sidewalk adjacent to the wall, grassed open areas, landscaped areas, and pedestrian access to the existing staircases leading down to Preston Place Park.

• Replacing an aging 20-inch water main beneath southbound St. Paul Place between East Mulberry and Saratoga Streets.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide impervious area reduction to satisfy the requirements of this waiver for 0.18 ac of this project.
