Application for Redevelopment and Qualitative Control Waivers

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Variance for Stormwater Management.

Applicant: The Johns Hopkins University, 3910 Keswick Road, N-3100, Baltimore, MD 21211

 Project Description: The project has an approximate disturbed area of 2.34 acres (8.83 acre Total Site Area) and is located on The Johns Hopkins University (JHU) Homewood Campus in Baltimore City (Approximately 3 miles N of the Inner Harbor). The University property is bound on all sides by City owned roads; Wyman Park Drive to the northwest and northeast, Remington Avenue to the southwest, and West 31st Street to the southeast. The project proposes to construct one four (4) story multi-use facility for Johns Hopkins University with 61,512 square feet of floor space. Additional site improvements include the realignment of the private asphalt access road, off-street parking, hardscaping and landscaping. The project also includes the extension of the utility corridor from Wyman Park Drive and utility connections for the building and site features.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide water quality control in the form of two (2) green roofs, one (1) Focal Point facility, and one (1) underground cistern to satisfy the requirements of this waiver for all of the 2.34 acres of this project.

AND

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 5613 square feet of mill and overlay, sidewalk maintenance work, and utility trenching area will be restored to the existing runoff condition. The Applicant will not be required to provide qualitative control measures for the 5613 square feet of area for this project.
