Answers to Common Questions

FAQ for Quality Control Waiver Public Notice

Why am I getting this notice?
We want to tell you that the person or company listed on the notice as the Applicant is asking for a waiver from certain stormwater rules on a construction project in the City of Baltimore. The property where the construction is taking place touches your property, and the City of Baltimore requires that you be notified about this application.

What is a qualitative control waiver?
When construction projects change the land (for example, from dirt to concrete, or from gravel to pavement), the builders need to provide a plan to manage the new stormwater runoff. In this case, though, the new construction will not change the land. So the builder is asking to avoid having to provide new stormwater management plans.

Is that legal?
Yes. But the Department of Public Works will still make sure the new construction does not change the land.

Does this have anything to do with the Maryland Stormwater Fee?
No. The fee that property owners have to pay is different from the stormwater management rules that builders have to follow.

How will it affect me?
The waiver application will not affect you.

Will it cost me anything?
No. All fees associated with this waiver will be paid by the person or company applying for the waiver.

Do I have to do anything?
No. This notice is for information purposes only.

What kind of information can I get about the waiver?
You can learn more about what the waiver is and what it means by contacting the Environmental Compliance and Laboratory Services Division with the City of Baltimore. That contact information is on the public notice.

How do I find out additional information about the project itself?
The project manager can give you additional information about the location of the project, estimated start dates, and what is included in the project.  Contacts are: Mr. Norman Seldon or Ms. Chelsea Stroble, DPW-Office of Compliance and Research at Room 227, 3001 Druid Park Drive, Baltimore, MD 21215, (410-396-0732) or by e-mail to norman.seldon@baltimorecity.gov or Chelsea.stroble@baltimorecity.gov.
