Application for Stormwater Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a stormwater qualitative control waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project is located at two separate locations within the Baltimore City Department of Recreation and Parks property of Mount Pleasant Golf Course and five private properties with a total Limit of Disturbance of 9.8 acres. The work will be limited to the stream valley with some temporary staging and access areas outside the stream channel. The Western Branch limits are located between just west of Loch Raven Blvd and runs south to Perring Parkway. The Unnamed Branch is located completed on the golf course property by hole 6.

The project provides natural channel stabilization which will include channel grading, placement of stone, tree removal and reforestation/planting. The project will also provide storm drain repair and protection of underground utilities and infrastructure.

The Applicant is requesting a stormwater qualitative control waiver in accordance with Article 7, §23-2 of the City Code based on runoff conditions remaining unchanged from predevelopment conditions.  There is no change in impervious surface and the work will provide stabilization of a natural stream channel.  The project is not required to provide stormwater management.
