The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment and qualitative waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate limit of disturbance of 1.22 acres and is located at the northeast quadrant of the E. Eager Street and Rutland Avenue intersection. The project will consist of; 1) construction of a multi-story residential building containing five (5) units; 2) installation of utilities;    3) right-of-way maintenance work.   

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code.  The existing impervious area coverage meets the conditions for this waiver. The project will be required meet stormwater management requirements set forth by the East Baltimore Development Stormwater Management Master Plan (ESD #5590) through a combination of impervious area reduction and utilization of available stormwater management credits. New impervious area added to the site will be treated under the East Baltimore Development Stormwater Management Master Plan (ESD #5590).
