Application for Stormwater Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a stormwater qualitative control waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The Moores Run Stream Restoration includes the mainstem of Moores Run from the point at which the stream daylights from a large culvert near the intersection of Evanshire Avenue and Hamilton Avenue. The project area is situated north of the I-95 and I-895 split in the eastern portion of the City. The project study area is approximately 55 acres (0.9 mi2) with a drainage area of 2800 acres (4.4 mi2), of which 45.6% is impervious area. The watershed and area immediately adjacent to the stream network includes primarily single-family and mixed residential land use, along with businesses scattered throughout the watershed. The upper reaches are surrounded immediately by residential areas with some open park space that is utilized as ball fields with a minimal riparian buffer. The lower reaches of Moores Run are surrounded by a wide riparian forest that offers a substantial buffer from runoff and a forest ecosystem within the city confines. Moores Run lies on both private and publicly owned parcels..

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 16.3 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 16.3 ac of this project.
