Application for Qualitative Control Waiver and Redevelopment Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a partial qualitative control waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate stormwater management site area of 0.133 acres and is located at the intersection of Dolphin Street and Rutter Street. The project will consist of: 1) removing an existing three story building, 2) construction of a new 5-story building, 3) repair and maintenance of right-of-way areas, 4) installation/removal of utilities, and 5) installation of a stormwater management green roof.   

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code.   The project will provide a combination of water quality controls and impervious area reduction to partially satisfy the requirements of this waiver for 0.062 acres of impervious for this project. The applicant is requesting hardship in treating the remaining impervious area. A fee-in-lieu is requested for 778 sf of impervious area. 

AND

The Applicant is requesting a qualitative control waiver for the utility cuts in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated the areas disturbed by the utility cuts will be returned to a predevelopment runoff condition.
