Application for Qualitative Control Waiver: Sanitary Contract 845R Patapsco Wastewater Treatment Plant Twin Box Culvert Isolation Gates

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver.

Project Description:

The project has an approximate area of 0.16 acres and is located East at the intersection of Asiatic Avenue and Cannery Avenue in Wagners Point. The project will consist of 1) removing the existing endwall for twin 7’ x 4’ box culverts and constructing an isolation gate with a concrete pad and 2) maintenance to the existing downstream channel by removal and replacement of approximately 110’ of gabions lining the existing channel. Several feet of sedimentation above the existing gabions will be removed as part of this process.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.155 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.155 ac of this project.

The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by fee-in-lieu of on-site stormwater management for 0.005 ac of this project.
