Application for Qualitative Control Waiver: Sanitary Contract No. 913 Improvements to the Sanitary Sewers in the Western Portion of the Low Level Sewershed

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver.

Project Description:

The project has an approximate area of 3,837acres and is located within the City of Baltimore. Located in the downtown central business district and adjacent to the harbor area of the City of Baltimore, the sewershed includes dense residential areas, heavily industrial areas and the downtown commercial districts. The mixture of diverse land uses and the presence of significant industrial areas make the Low Level Sewershed unique compared to the City’s other sewersheds. See Figure 1 for a map showing the location of the Low Level Sewershed within the City limits.

The project will consist of the following:

• Approximately 15,188 linear ft (LF) of Cured-In-Place Pipe (CIPP) lining;

• Approximately 2,360 linear ft (LF) of sewer cleaning and closed circuit television (CCTV) inspection.

• Approximately 1,494 linear ft (LF) of replacement of sanitary sewers by open cut method.

• Approximately 454 each of rehabiltitation of sanitary house connections by various methods and approximately 119 each of replacement of sanitary house connections by open cut.

• Approximately 492 each of rehabilitation of existing sanitary sewer manholes by various methods.

• Approximately 120 vertical linear feet of new precast sanitary sewer manholes.

• Associated wastewater by-pass pumping or control of flows of sewers and/or manholes to be repaired, replaced, constructed or rehabilitated and continuous monitoring of the by-pass operation.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.2 acres of disturbed area on the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for the 0.2 acres of disturbed area in this project.
