CLASS: Responsible Personnel Certification Program for Erosion and Sediment

Control ("Green Card” Class)

For over two decades, Maryland has operated a comprehensive erosion and sediment control program.  Mandated aspects of the program includes certification of contractors and other personnel in positions of responsibility for implementation of sediment controls. Pollution prevention forms the cornerstone of the sediment control program and the education of construction industry and regulatory personnel is essential to the successful prevention of sediment pollution, and management of urban runoff.



Contractors and other construction industry personnel knowledgeable about erosion and sediment control principles, implementation techniques, and specifications associated with various best management practices are an essential component of Maryland’s statewide sediment control program.  Recognizing the necessity of education to successful program implementation, the Maryland General Assembly amended the original sediment control law to require certification of people in positions of responsibility for on-site sediment control implementation.  Regulations specific to program content and administration were subsequently developed.



Historically, this educational effort has been supported by program development, presentation of seminars, and coordination of educational programs developed by local jurisdictions.  As such, we are pleased to announce that the Maryland Department of the Environment’s (MDE) Responsible Personnel Certification Program for Erosion and Sediment Control ("Green Card” Class) will be offered.  This class will be located at the Back River Waste Water Treatment Plant, Administrative Building –Auditorium and will begin promptly at 9:00 a.m. may last the balance of the day.
