Application for Quality Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative waiver to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.
Applicant: Baltimore Gas and Electric Company, Spring Gardens Facility, 1699 Leadenhall Street, Baltimore MD 21230

Project Description: The Baltimore Gas and Electric Company (BGE) is proposing the demolition of the existing Melvale Gas Holder tank, originally constructed in 1933, the existing valve house associated with the tank and the relocation of an associated overhead utility line. The abandoned gas holder tank and the adjacent valve house demolitions will be done within the existing concrete footprints surrounding the structures. Disturbance beyond the existing concrete foundations will be minimized to the maximum extent possible. For safety reasons, the existing overhead utility line will be relocated away from tank prior to the demolition.

The Applicant is requesting a Qualitative Control Waiver in accordance with Article 7, Division II, §23-2(1) of the City Code. The Applicant has demonstrated that the project will return the disturbed area to a predevelopment runoff condition as a result of the demolition of the gas holder and valve building. There will be a small decrease in impervious area as a result of the demolition of the valve house, therefore satisfying stormwater management quality0 requirements for the City.
