Application for Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide Stormwater management for the proposed project whether or not the waiver is granted.

Applicant: Klein’s ShopRite of Maryland. 2101 Rockspring Road, Forest Hill, MD 21050

Project Description: The site has an area of 5.426 acres and currently has existing buildings and open space. The proposal is to develop a grocery store with a surface parking lot. Access to the site is from Liberty Heights Avenue, Hillsdale Road, and Gwynn Oak Avenue.

The project meets the requirements of the 2010 Baltimore City Stormwater Management Ordinance by implementing environmental site design practices to the maximum extent practicable. The proposed development meets Environmental Site Design and Stormwater Management quality and quantity requirements with five proposed Micro-Bioretention facilities and 500-LF of 60” HDPE underground storage and control structure. Recharge requirements will be met through a 5” thick stone recharge field beneath one of the proposed Micro-Bioretention facilities.

The Applicant is requesting a Waiver in accordance with Section 23-7(b) of the City Code for Redevelopment. The Applicant has demonstrated through engineering studies that Environmental Site Design has been implemented to the maximum extent practicable.
