Application for Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Applicant: Sage Bartol LLC, 2800 Virginia Avenue, Baltimore, MD 21215

Project Description: The site has a total area of 24,724 square feet or 0.567 acres. The project involves a subdivision of two lots into three for the purpose of constructing three single family detached houses. The project meets the requirements of the 2010 Baltimore City Stormwater Management Ordinance to provide Environmental Site Design to the Maximum Extent Practicable through Site Development Strategies and the payment of a fee-in-lieu.

The Applicant is requesting a Quantitative Control Waiver in accordance with Section 23-1(A) of the City Code. The Applicant has demonstrated through engineering studies that Environmental Site Design has been implemented to the maximum extent practicable and that the project will only result in a minor increase in the peak discharge rates for all storms when the entire site is developed.

In addition, the Applicant is requesting a Qualitative Control Waiver in accordance Section 23-2(2) of the City Code. The Applicant has demonstrated through engineering studies that the project will result in only a minor increase in the discharge rates for the predevelopment runoff condition. Further, the Applicant has demonstrated through engineering studies that any proposed ESD practices which could apply to this project are not feasible.
