WASTE MANAGEMENT CNG FACILITY 3545 FAIRFIELD ROAD

Application for Administrative Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for qualitative control waiver (Baltimore City Code 7-II-23-2-(1)) for disturbance due to trenching operations and a redevelopment waiver for the recharge volume, channel protection volume, overbank protection volume and extreme flood protection volume (Baltimore City Code 7-II-23-7-B(a)) for the remaining disturbed areas. The applicant will provide stormwater management fee-in-lieu for the proposed project whether or not the waiver is granted.

Project Description: Waste Management of Baltimore, Inc. (WM) is converting their fleet of trash collection vehicles from standard diesel to trucks fueled by compressed natural gas (CNG). Improvements at 3545 Fairfield Road are necessary in order to provide CNG fueling capability at this location for both WM owned equipment and for WM to sell to non-WM equipment owners. At the northeast end of the Site, WM will install a fueling rail (K-Rail) that will allow for slow-fueling of their collection trucks overnight (Time Fill). At the west end of the site, WM will install a commercial CNG fueling station for non-company (i.e. public) vehicles to purchase CNG for their alternative-fueled vehicles (Fast Fill). The existing maintenance building on this site will remain. Eventually, the existing diesel tank will be removed as the on-site fleet is fully converted to compressed natural gas.

The eleven (11) acre lot size is located within the Fairfield Urban Renewal Area adjacent to Curtis Bay in southeast Baltimore City. The site is located within the Baltimore Harbor watershed of the Patapsco. Existing structures on the property include a 1-story maintenance facility (23,650 sf) and a 20,000 gallon fuel tank. The current and proposed zoning use is M-3 as the site is primarily a maintenance facility with fueling capabilities, and improvements to the site will add the CNG fueling component.

The Limit of Disturbance (LOD) for this project all lies within WM property and will be constructed under a Baltimore City Building Permit. The proposed LOD is approximately 11,981 square feet (0.28 acres), and consists primarily of CNG and electric equipment pads, CNG fueling stations, and curb relocation.
