Application for Redevelopment Waiver and Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers. .

Project Description: | The project has an approximate area of 1.54 acres and is located on West Bay Avenue at the intersection of Filbert Street and West Bay Avenue. The project will consist of the construction of the Congressman E. J. Cummings Recreation Center. The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.02 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.02 ac of this project. AND The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.15 ac of this project.
