Application for Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Redevelopment waiver. If granted, the waiver would allow the construction of this project to be governed by the rules and requirements of to Baltimore City’s Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Project Description: The Project Site has an area of 93,284 square feet or 2.14 acres. The applicant is proposing make improvements to enhance pedestrian safety at the intersection of Martin Luther King, Jr. Boulevard at West Baltimore Street. The project also includes changes to Martin Luther King, Jr. Boulevard and Fremont Avenue, and along Martin Luther King, Jr. Boulevard between West Baltimore Street and West Lombard Street. The project will include refurbishing the two open spaces north and south of West Baltimore Street, just west of Martin Luther King, Jr Boulevard. Two new traffic signals will be installed, one at Fremont and Baltimore Streets and one at Martin Luther King, Jr. Boulevard and Fremont Avenue. The project will add new paving surface for the roadway and sidewalk redesign, and remove paved areas – replacing it with pervious green space.

The Applicant is requesting a Redevelopment Waiver in accordance with Section 23-7(C) (3) of the City Code. The project meets the applicable requirements of implementing environmental site design practices to the maximum extent practicable and reduction of impervious area for a combined area of at least 50% of the site’s existing impervious area within the limits of disturbance.
