Application for a Partial Waiver and Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver and variance to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver and variance is granted.

Applicant: Maryland Zoo in Baltimore, Karl Krantz Exec. V.P, Chief Operating Officer Animal Programs, 1876 Mansion House Drive, Baltimore, MD 21217

Project Description: The project involves the construction of a new 6,000 sq. ft. barn and 13,000 sq. ft. of pavement to service and provide access for the care of the animals and their keepers. The holding facility will house mainly Sitatunga (African Antelope), okapi (a forest giraffe), tortoise, and several large bird species. The project meets the requirements of the 2010 Baltimore City Stormwater Management Ordinance to provide Environmental Site Design to the Maximum Extent Practicable through the use of surface sand filters and an underground quantitative storage facility.

The Applicant is requesting a Quantitative Control Waiver in accordance with Section 23-1(A) (2) of the City Code. The Applicant has demonstrated through engineering studies that the unmanaged portion of the 10-year and 100-year storm events for the proposed development will not increase existing peak discharges, cause erosion, flooding, or an adverse impact on the receiving waters or downstream stormwater conveyance system.

In addition, the Applicant is requesting a variance in accordance Section 24-3 of the City Code for approximately 3,300 sq. ft. of paved area on the downstream edge of the project which is not routed through any storm water management device. The Applicant has demonstrated through engineering studies that Environmental Site Design has been implemented to the maximum extent practicable. These new impervious areas do not drain directly to the proposed stormwater management facilities, and physical constraints do not allow the provision of alternate Best Management Practices (BMP’s). Furthermore, the full water quality volume requirements for these areas are exceeded by other BMPs on the site.
