The Baltimore City Department of Public Works, in coordination with its Stormwater Management Division and the Department of Recreation and Parks, is accepting public review and comments for a request of a Stormwater Management Water Quality and Quantity Waiver to the requirements of the City Code for a Stream Restoration project within the Fairmount Storm Drain System, from Clifton Ave, to Winterbourne Rd.
Notice is hereby given that the public is invited to comment on the request by DPW and the Department of Recreation and Parks for a Stormwater Management Water Quality and Quantity Waiver to the requirements of the City Code. Comments on the request for the Waivers must be received by 5:00 PM on February 18, 2011, to ensure consideration by the Department.
The stream restoration project will reduce bank erosion and stabilize the channel bed within the project limits. In addition, the erosion and damage of the Gwynns Falls Parkway Trail will be repaired and a new bridge over the stream will be installed. Gulley erosion from two broken stormwater drains from Nortonia Rd and Winterbourne Rd will be repaired by reconnecting pipes to the road inlets and creating new outlets near the stream where it will dissipate energy prior to entering the channel. Additional features for the stream restoration includes energy dissipation within the channel, slight realignment, and low overbank features for floodplain access. Restoration activities will improve access to the trail and remove sources for downstream sedimentation.
A waiver from quantitative control is requested based on meeting the criteria set forth in Section 23-1 (a) (1) (2)(iv). A waiver from qualitative control is also requested based on meeting the criteria set forth in Section 23-2 (1).
