Application for Redevelopment Waiver and Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for Qualitative Control Waiver and Redevelopment Waiver. .

Project Description:

 The North Ventilation Facility (NVF) site is located in the Jones Falls Area neighborhood of North Baltimore and is part of Amtrak’s B&P Tunnel Replacement Program which intends to upgrade a four-mile section of the Northeast Corridor between Baltimore and Washington, D.C. The NVF work will be constructed in three phases. Phase 1 (BCNR #10861) involves the construction and relocation of associated utilities within the MTA access road to accommodate the future NVF building. This work also includes modifications to the MTA’s entrance as well as hardscaping reconstruction due to utility trenching. Phase 1 does not include any disturbance within the future NVF property limits as all existing utilities within the site itself will be abandoned in-place.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The Applicant will satisfy the remaining water quality requirements for this project by payment of fee-in-lieu of on-site stormwater management for 0.05 ac.

AND

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that due to site constrictions, implementing environmental site design features on-site is not practical. The Applicant will satisfy the remaining water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 2.27 ac.
