Application for Qualitative and Quantitative Control Waivers
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for qualitative control and quantitative control waivers.

Project Description: | The project has an approximate area of 7.7 acres and is located within the boundaries of Club Road, Edgevale Road, Hillside Road and Falls Road. The project will consist of earthwork activities in accordance with MDE Voluntary Cleanup Program. The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 7.7 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 7.7 ac of this project. The Applicant has demonstrated that on-site water quantity control for 7.7 ac of this project is not practicable. The Applicant will satisfy the water quantity controls for this project by restoring the site to pre-development conditions for 7.7 ac of this project.
