The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver. If granted, the project will still provide water qualitative controls, per the requirements of the State’s Design Manual, to the remainder of the site.

Project Description: The project has an approximate area of 5.62 acres and is located on the east side of the Horseshoe Casino parking garage located at the intersection of Warner and Worcester Streets. The project will consist of the installation of an environmental soil cap over existing contaminated soils and the planting of vegetation over the soil cap.   This project also includes reconstructing the hiker-biker trail through the property.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, §23-7 of the City Code.  The proposed replacement of the hiker-biker trail, impervious area coverage not receiving qualitative control treatment, meets the conditions for this waiver.  The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.05 ac of this project while providing qualitative control for 0.12 acres of the proposed trail.
