Application for Redevelopment & Quality Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate limit of disturbance of 1.331 acres and is located at the southeast intersection of Russell Street and West Ostend Street. The project will consist of; 1) renovation and a small addition to an existing warehouse building, 2) installation of utilities, and 3.) right-of-way maintenance work.   

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code.  The existing impervious area coverage meets the conditions for this waiver.  If this waiver is granted, the project will be subject to redevelopment requirements for stormwater management. Among other requirements, the project will be required to provide impervious area reduction/water quality treatment for 50% of the existing impervious area (1.331 acres).  An additional request will be made to exclude 0.732 acres of the LOD because it is maintenance work area or utility cuts. If granted, the project would be required to treat 50% of the reduced LOD (0.599 acres).
