Application for Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: The project has an approximate area of 22.1 acres and is located southeast at the intersection of Liberty Heights Avenue and North Hilton Street. The project will consist of the construction of two pre-stressed concrete finished water storage tanks each having a diameter of 434-feet, adjacent to the Ashburton Reservoir at Hanlon Park. The work also includes: construction of an operational structure (Distribution Building); construction of various vaults; construction of various large diameter pipelines; improvements to Lake Ashburton; restoration of and improvements to Hanlon Park.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.88 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.88 ac of this project.
