Application for Redevelopment Waiver and Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver and SWM variance. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate area of 1.00 acres and is located at the intersection of West North Avenue and North Rosedale Street. The project will consist of construction of a four story apartment building with 65 apartments with associated parking. 

The Applicant is requesting a Redevelopment Waiver in accordance with Article 7, Division II, §23-7 of the Baltimore City Code.  The existing impervious area of the site is more than 40% of the total area of the site, and Environmental Site Design (ESD) is being provided to the Maximum Extent Practicable (MEP) 

AND

The Applicant is requesting a Variance in accordance with Article 7, Division II, §24 of the Baltimore City Code for the requirement to provide water quality controls for 0.01 acres of the project, channel protection volume for 0.09 acres of the project and 82 cf of recharge volume.  The applicant has demonstrated that complete on-site stormwater management is not practicable and that ESD is being provided to the MEP.  The Applicant will satisfy the requirements for this project by payment of fee-in-lieu of on-site stormwater management.
