Application for Qualitative Control Waiver, Quantitative Control Waiver and Recharge Variance
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a quantitative control waiver.

Project Description: | The project has an approximate area of 0.99 acres and is located southeast near the intersection of Leadenhall Street and West Ostend Street. The project will consist of the proposed development of the hydrogen blending pilot includes underground gas and electric utilities and the construction of two (2) small buildings sidewalk, driveway/trailer, gravel yard and equipment pad. The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management. for 0.25 acres this project. The Applicant is requesting a Quantitative Control Waiver in accordance with Article 7, §23-1 of the City Code. The Applicant has demonstrated that 0.25 acres of the project has a direct, concentrated discharge of stormwater to tidal waters. The applicant will not be required to provide quantitative controls for 0.25 acres of this project. The Applicant is requesting a variance in accordance with Article 7, Division II, §23-4 of the City Code for this project’s recharge provisions. The recharge volume cannot be provided due to the site being a super fund site and infeasibility of ESD and structural BMP since there can be no infiltration into the existing soils because of soil contamination and limited soil disturbance.
