Application for Redevelopment Waiver and Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for Redevelopment Waiver and Qualitative Control Waiver

Project Description:

The Intermediate Vent Facility (IVF) site is located in the Reservoir Hill neighborhood of North Baltimore and is part of Amtrak’s B&P Tunnel Replacement Program which intends to upgrade a four-mile section of the Northeast Corridor between Baltimore and Washington, D.C. The IVF work will be constructed in three phases. Phase 1 (BCNR #10410) involves the partial closure and reconstruction of Jordan Street and the relocation of associated utilities within it in advance of construction of the IVF, which will be located within the existing Jordan Street limits. Water, sanitary sewer, storm drain, telecommunications, and street lighting will be relocated to within a new concrete alley (Alley 13), Eutaw Place, and West North Ave while BGE electric will be relocated to within Jordan Street and Ducatel Street. This work also includes the demolition of the 920 West North Avenue building slab and exterior courtyard pavement. Additional site improvements in the public right-of-way include hardscaping (curb, sidewalk, ramp, and roadway), electric utilities to serve new street lights, and relocation of water, sewer, storm, electric, and telecommunication utilities. Work also includes traffic signal upgrades at the Eutaw Place / W. North Ave intersection.

The Applicant is requesting a Redevelopment Waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide impervious area reduction to satisfy the requirements of this waiver for 0.67 ac of this project..

AND.

The Applicant is requesting a Qualitative Control Waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that 1.08 ac of the project will return the disturbed area to a predevelopment runoff condition. The Applicant will not be required to provide qualitative control for 0.42 ac of this project.
