Application for Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: | The project has an approximate Limit of Disturbance of 1.40 acres and is bordered by Kirk Ave, Cecil Ave. and Worsley Street. The project will consist of revitalization of open space and playground areas associated with the existing elementary school. Some (not all-inclusive) proposed work to be done is the installation of new playground equipment, creation of a walking track, pavilion area and patio area as well as the installation of stormwater management facilities. The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code for approximately 0.02 acres of this project. The Applicant has demonstrated that 0.55 acres of the project will have water quality control provided. The applicant will not be required to provide qualitative control for 0.02 acres of impervious area associated with this project which is unable to be treated by a stormwater management facility. Instead, the applicant will be permitted to remit a fee-in-lieu for the untreated impervious area.
