Application for Qualitative Control Waiver

 

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Qualitative Control Waiver.

Project Description:

The project has an approximate site area of ±0.992 acres and the site location is the entire block surrounded by Eastern Avenue to the north, S. Linwood Avenue to the east, Fleet Street to the south and S. Streeper Street to the west. The proposed site improvements include a combination of new construction and renovation to existing building structures. Only the new construction will be considered a part of the limits of disturbance to this project of which includes a new three (3) story school building, a new two (2) story gymnasium with a rooftop recreational area, a new courtyard area with pedestrian access from S. Linwood Avenue’s frontage. Minor improvements are being proposed within Baltimore City right-of-way to provide any required infrastructure connectivity and other Baltimore City utility or right-of-way improvements.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, §23-2(1) of the Baltimore City Code. The limits of disturbance associated with this waiver, 340 SF or 0.008 acres, is primarily to install new public utilities and to replace existing curb, sidewalk and landscaping with new curb, sidewalk and landscaping within S. Linwood Avenue, Fleet Street and S. Streeper Street right-of way. The limits of disturbance stated above will be returned to predevelopment runoff conditions.
