Application for Qualitative and Quantitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: The project has an approximate area of 12.3 acres and is located east at the intersection of S Hanover St and Potee St. The project will consist of the construction of an elevated offshore berm and 8.6 acres of tidal wetlands in the Middle Branch community of Baltimore Harbor as well as stabilize 1,500 LF of eroding existing shoreline.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 12.3 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 12.3 ac of this project.
The Applicant is requesting a Quantitative Control Waiver in accordance with Article 7, §23-1 of the City Code. The Applicant has demonstrated that 0.02 ac of the project has a direct, concentrated discharge of stormwater to tidal waters. The applicant will not be required to provide quantitative controls for 12.3 ac of this project.
