Application for Qualitative and Quantitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Applicant: Meleny Thomas, South Baltimore Community Land Trust Inc., 1123 Monroe Cir. Baltimore, MD 21225

Project Description: The project has an approximate area of 0.458 acres and is located West of the intersection of Everett St at Monroe Cir and Inner Cir. The project will consist of renovation of existing residential duplex at 1129 Monroe Cir, and a new residential six-plex at 1118 Inner Cir. 

The Applicant is requesting a Quantitative Control Waiver in accordance with Article 7, §23-1 of the City Code.  The Applicant has demonstrated that on-site water quantity volume controls is not practicable. The Applicant will satisfy the water quantity controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.149 ac of this project. 

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 0.043 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.043 ac of this project. 

AND. 

The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.012 ac of this project.
