Application for Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver.

Project Description: The project has an approximate area of 0.22 acres and is located the north side of E. Monument St. near the intersection with Pulaski Highway (US 40). The Tenax Corporation manufactures plastic products with the building located at the referenced site.
A Maryland Department of Environment inspection found Tenax to be in noncompliance with their NPDES general permit for stormwater discharges associated with industrial activities. Plastic pellets were observed to be comingled with gravel and sediment at the north side of the facility. In order to prevent plastic pellets from entering Waters of the State, Tenax Corporation intends to remediate through excavation of affected soil and gravel, and replacement with clean topsoil. The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.
The Applicant has demonstrated that the 0.22 acres of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.22 acres of this project.
