The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Redevelopment Stormwater Waiver. If granted, the project need not comply with the requirements of the State’s Design Manual for quantity control.

Project Description:  The Lifebridge Health site address is 5400 Preakness Way, Baltimore, and the site can be accessed at the intersection of W Belvedere Ave and Pimlico Rd at address 2798 W. Belvedere Ave for inspection. The proposed limits of disturbance (LOD) is 3.04 acres.

The project scope includes demolition of existing barns and pavement and development of a new building, associated utility connections, asphalt parking areas, concrete sidewalks, and an access drive from Preakness Way. The project, classified as redevelopment, results in a reduction of impervious surface from 2.82 ac pre-development to 1.23 ac post development. The 1.59 ac reduction in impervious surfaces exceeds 50% of the predevelopment amount or 1.41 ac, thereby meeting water quality requirements for redevelopment projects. The impervious surface reduction leads to reductions or no change* in peak stormwater discharges at all (3) study points for the 10 and 100-year storms as required to meet water quantity control requirements. (*Increases of 0.01 cfs for Q10 and Q100 at SP 3 are considered negligible).

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code.  The existing impervious area coverage meets the conditions for this waiver.  The project will provide impervious area removal to satisfy the requirements of this waiver for 1.41 ac of this project.
