Application for Quantitative/Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a quantitative control waiver.

Project Description: The project has an approximate area of 3.46 acres and is located northwest of the intersection of North Franklintown Road and Morris Road. The project will consist of construction of a permanent access road so that maintenance crews can access, inspect and potentially rehabilitate the existing sanitary sewer infrastructure that runs along the Gwynn’s Falls (adjacent to the Gwynn’s Run Trail).

The Applicant is requesting a Quantitative Control Waiver in accordance with Article 7, Division II §23-1 of the City Code. The Applicant has demonstrated that 3.46 ac of the project does not increase the impervious area draining to Gwynn’s Falls. The applicant will not be required to provide quantitative controls for 3.46 ac of this project.

The Applicant is also requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 3.46 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control for 3.46 ac of this project.
