The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a variance of Stormwater Management.

Project Description: The project has an approximate area of 2.56 acres and is located south of Edgehill Avenue in the undeveloped lot north of the intersection of Cox Street and Conduit Avenue. The project consists of new development for construction of three apartment buildings, associated parking, utilities, streetscape, public road and onsite private roads, landscape improvements and stormwater management facilities.

The Applicant is requesting a variance in accordance with Article 7, Division II, §24 of the City Code for approximately 0.09 acres of impervious which will not receive qualitative control via stormwater management facilities and groundwater recharge requirements in general. The Applicant has demonstrated that 1.48 acres of impervious will receive water qualitative control. The 0.09 acres of impervious comes from site perimeter impervious and sparse roof areas not practical to drain to onsite SWM facilities. Some roof areas are not being covered by green roofs because they support mechanical / electrical / power equipment and cannot be practically routed to onsite SWM facilities. The variance requested for the groundwater recharge volume requirement is because the property has contaminated soils so recharge is not possible. The site is managed under MDE’s Volunteer Cleanup Program (VCP).
