The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project need not comply with the requirements of the State’s Design Manual for quantity control.

Project Description: Johns Hopkins University proposes demolition of the Old Carnegie Building located on the Johns Hopkins University campus. The building is approximately 48,000 square foot, two and a half stories with a partial ground floor and an outdoor covered parking lot. Surrounding the building is an additional uncovered surface parking lot. The original structure was built circa 1960 at 115 West University Parkway with additions to the building circa 1987 and circa 2004. Old Carnegie building is vacant and largely unused. All the parking lots (outdoor covered and uncovered lots) are still in use today and the loading area on the east side of the building is currently utilized by for trash and recycling programs. Johns Hopkins University (JHU) will demolish the Old Carnegie Building to provide opportunities for future development of the site. The project includes building demolition and stabilization of open green space. The site is located on the Johns Hopkins University Campus at the northwest corner of the intersection of San Martin Drive and University Parkway, Baltimore, Maryland.  The project will meet all stormwater management requirements through impervious area removal/reduction.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code.  The existing impervious area coverage meets the conditions for this waiver.  The project will provide impervious area reduction to satisfy the requirements of this waiver for 0.395 ac of this project.
