The City of Baltimore Department of Public Works is accepting public review and comments of this project’s application for Redevelopment Waiver, and Fee-in-lieu

Project Description: The project has an approximate area of 2.38 acres and is located south of Boston Street, east of Ponca Street and adjacent to I-895 on the property’s eastern border. The project will consist of a 5,585 square foot convenience store, 9 gas pumps (MPD’s), 50 car parking spaces and 4 spaces for truck parking. 

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The applicant is also requesting a fee-in-lieu waiver in accordance with Article 7, §23-3 of the City Code, so that a payment may be made in-lieu of stormwater management qualitative treatment for  0.19 impervious acres and  stormwater quantitative treatment for 7236 cf of channel protection volume. There is also an increase in the 10 year discharge of 20% (2.73 cfs) but the applicant has demonstrated the receiving public stormdrain has enough excess capacity to convey this increase. The site is also a former industrial hot spot and the Rev volume cannot be provided. The water quality and quantity requirement cannot be provided on site, as environment site design has been implemented to the maximum extent practical and it has been demonstrated constructing additional stormwater management facilities or best management practices on-site is not practical.
