The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate limit of disturbance of 20.71 acres and is located at 5601 Eastern Avenue. The project will consist of; 1) demolition of existing industrial buildings, 2) construction of several new buildings, 3.) Installation of utilities, 4.) Right-of-way maintenance work, and 5.) stormwater management practices.   

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code.  The existing impervious area coverage meets the conditions for this waiver.  If this waiver is granted, the project will be subject to redevelopment requirements for stormwater management. Among other requirements, the project will be required to provide impervious area reduction/water quality treatment for 50% of the existing impervious area (10.34 acres) or 5.17 acres. The project will need to treat an additional 5.11 ac. of new impervious area that is being added to the site. An additional request will be made to waive recharge requirements for this site. Per MDE, the site should not infiltrate any water into the subsoils due to the presence of buried contaminates from past industrial operations that occurred on the site.
