Application for Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: The project has an approximate area of 3.84 acres and is located in the vicinity of Harford Road and East Northern Parkway on the following streets:

  • Harford Road from White Avenue to Orlando Avenue
  • Old Harford Road from East Northern Parkway to Kildaire Drive
  • Berwick Avenue from Old Harford Road to Harford Road
  • Kildaire Drive from Old Harford Road to Harford Road
  • Chesley Avenue from Old Harford Road to Harford Road
  • Inglewood Avenue from Old Harford Road to Harford Road

The project will consist of replacement of existing 6 inch, 8 inch, and 10 inch water mains on the above-listed streets, and rehabilitation of an existing 16 inch and 20 inch water main within Harford Road, reconnection/renewal of water house connections, and restoration of disturbed pavement.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 3.84 acre project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 3.84 acres of this project.
