Application for Qualitative Control Waiver and Redevelopment Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a partial qualitative control waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate stormwater management site area of 0.75 acres and is located north of E. Lombard Street, South of Congress Court, East of Bethel Street and West of Iron Alley.  The project will consist of: 1) removing an existing one  story abandoned warehouse building, 2) construction of  twenty three (23)  new 4-story  townhouses , 3) repair and maintenance of right-of-way areas, 4) installation/removal of utilities, and 5) installation of  six (6) stormwater management  micro-bioretention facilities. .   

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code.  The existing impervious area coverage meets the conditions for this waiver.  The project will provide water quality controls to satisfy the requirements of this waiver for 0.27 ac of this project.
