Application for Qualitative Control Waiver and IART Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for Qualitative Control Waiver and Impervious Area Requiring Treatment (IART) Variance.

Project Description: The project has an approximate stormwater management Limit of Disturbance (LOD) of 24.95 acres (31.26 acre Total Site LOD) and is located in Druid Hill Park in Baltimore City (Approximately 2.5 miles NW of the Inner Harbor). The site is bound by the Jones Falls Expressway to the east and Druid Park Lake Drive to the south. The City of Baltimore Department of Public Works (DPW) proposes to replace the Druid Lake finished water surface storage reservoir, located in Druid Hill Park, with two large underground finished water storage tanks in order to comply with the U.S. Environmental Protection Agency’s (EPA) Long Term 2 Enhanced Surface Water Treatment Rule (LT2), promulgated in January 2006 as part of the Safe Drinking Water Act (SDWA).  The new underground storage tanks will be installed in the western portion of the existing Druid Lake Reservoir, and the remaining portion of the reservoir will be converted to a recreational facility.  In addition to the new underground storage tanks, new 72 inch diameter distribution mains and associated valves and valve vaults will be constructed to tie the new storage tanks in to the existing City water distribution system.  Some of the new distribution mains will be constructed within the property limits of Druid Hill Park, while a certain length of new pipe will be constructed along Druid Park Lake Drive where they will connect to the existing system at the intersection of West 28th Street and Mount Royal Terrace. 

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 6.31 disturbed acres (1.40 ac. Impervious) of the 31.26 acre project will return to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for the 6.31 disturbed acres of area for this project

The Applicant is requesting an Impervious Area Requiring Treatment (IART) Variance in accordance with Article 7, Division II, §24 of the City Code. The Applicant has demonstrated hardship where only 3.25 out of 3.57 acres of impervious area requiring treatment will be treated. The applicant will not be required to treat the remaining 0.32 acres of impervious area due to grade restraints.
