The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project need not comply with the requirements of the State’s Design Manual for quantity control.

Project Description:

The project has an approximate area of 1.056 acres of which 0.58 are proposed to be disturbed and is located on the southwest corner of the intersection of Russell Street and Bayard Street. The project will consist of razing the existing convenience store and car wash and the construction of a new 3,180 square-foot convenience store and 1,051 square-foot car wash. The existing fuel pumps and canopy will remain. Other improvements include installation of a micro-bioretention facility, parking lot layout modifications, and landscaping. The micro-bioretention facility has been sized to treat the required ESD volume associated with the 0.18 acres of impervious area.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide water quality controls and an impervious area reduction to satisfy the requirements of this waiver for 0.18 ac of impervious on this project.
