Application for Qualitative Control & Redevelopment Waiver: Constitution Street

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Project Description:

The project involves conversion of an existing parking lot to an electrical switching station. The project area is bounded by Monument Street/Centre Street (to the North), an existing parking lot (to the South), Constitution Street (to the East), and an existing parking lot (to the West). The project meets the requirements of the 2010 Baltimore City Stormwater Management Ordinance to provide Environmental Site Design to the Maximum Extent Practicable through the use of an underground sand filter.

The Applicant is requesting a Qualitative Control Waiver in accordance Section 23-2(3) of the City Code. The Applicant has demonstrated through engineering studies that the project is a redevelopment project as specified by Section 23-7.

In addition, the Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2(1) of the City Code. The Applicant has demonstrated that the installation of an electrical grounding grid will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control for this portion of the project.
