Application for Phased Development Waiver and Redevelopment Waiver: ORCHARD RIDGE PHASE IV

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Phased Development Stormwater Waiver. If granted, the waiver would allow construction of this project to be governed by the rules and requirements that were in place prior to Baltimore City Council’s adoption of Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Project Description:

The project has an approximate area of 3.27 acres and is located north and east of the intersection of Saint Clair Court and Orchard Ridge Boulevard. This phase of development will consist of 18 new 2 and 3 story residential buildings, and two new small parking lots. All of the roads, alleys, public sidewalk, public utilities, and stormdrain were previously installed during an earlier phase of the development.

The Applicant is requesting a phased development waiver in accordance with Article 7, §23-5 of the City Code. The project conforms to an existing stormwater management master plan, previously approved by this Division.

The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide water quality controls to satisfy the requirements of this waiver for 0.1 ac of this project.
