The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver.

Project Description: The project has an approximate area of 0.26 acres and is located north at the intersection of Roland and Roland Ave. The project will consist of a new apartment building that will include nine units in total. The four units will face Roland Ave. The other five units will be fronting the Hickory Ave.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.20 ac of the project will return the disturbed area to a predevelopment runoff condition.

AND/ OR

The Applicant will satisfy the water quality controls for this project by rendering one bio-retention structure for 0.193 ac of this project.

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide Stormwater management for the proposed project whether or not the waiver is granted.

Applicant: Mayor & City Council City of Baltimore, Department of Public Works, Bureau of Water and Wastewater, Room 305, 200 N. Holliday Street, Baltimore, Maryland 21202

ESD #: Description: The project site is within the Back River Wastewater Treatment Plant situated in Baltimore County. The Back River Wastewater Treatment Plant is a working plant owned and operated by Baltimore City. It is located on the south side of Eastern Boulevard on the east side of Back River. The proposed Facilities for ENR Process will be located in the eastern part of the Plant and will include the Denitrification Facility, the Methanol Chemical Facility and Backwash Treatment Facility. The project will involve construction of various tanks, building, equipment enclosures, underground process piping and utilities, new roadways and parking areas, site grading, storm drain and storm water management facilities. The proposed development meets Environmental Site Design and Stormwater Management Requirements for Quality Management with Bio-Swales, Grass Swales, Submerged Gravel Wetlands, Bio-Retentions, Rain Gardens, and Micro-Bioretention. A variance under section 24-1 is required for a small portion of untreated impervious area (0.31Ac).

Watershed(s): is requesting a variance in accordance with Section 24-1 for a small portion (0.31Ac). The Applicant has demonstrated through engineering studies that Environmental Site Design has been implemented to the maximum extent practicable.
