The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for an administrative waiver. If granted, the administrative waiver will allow construction of this project to be governed by the rules and requirements that were in place prior to the Baltimore City Council’s adoption of Ordinance 10-277 on May 3, 2010. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Project Description:
The project has an approximate area of 13 acres and is located in southern Baltimore City. Hawkins Point Road is bordered by I-695 Outer Harbor Crossing to the West and Quarantine Road to the East.
The proposed improvements involve the reconstruction of the Hawkins Point Road bridge over the CSXT railroad, the undergrounding of all utilities, the reconstruction and widening of Hawkins Point Road west of the reconstructed bridge, and a temporary roadway connection east of the bridge construction, limiting improvements to 200 feet east of the intersection of Hawkins Point Road and Ross Avenue. A new 48-inch water main will be installed as part of this project as will one permanent entrance for the U.S. Coast Guard Facility along Pittman Road.
The Applicant is requesting an administrative waiver in accordance with Article 7, §23-8 of the City Code. The project received preliminary approval before May 4, 2010, and therefore meets the conditions for this waiver.
