Application for Qualitative Control Waiver: SW 7764 Race Street Box Culvert Replacement and Rehabilitation – City Project No. 1110

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver.

Applicant: City of Baltimore, Bureau of Water & Wastewater Engineering

ESD #: 6447

Watershed(s): Baltimore Harbor 02-13-09-03

Project Description: The project has an approximate area of 0.79 acres and is located along Race Street between W. Cross St. and W. Ostend St.  The project will consist of the replacement of two segments of existing brick arch culvert with precast reinforced concrete box culverts.  The first segment is approximately 200 LF in length and is located beneath Race Street between W. West Street and Seldner Place.  The second segment is approximately 225 LF in length and is located beneath Race Street from a manhole just north of the intersection of Race Street and Ostend Street to W. West Street.  Repairs will also be made to this existing brick arch culvert located beneath W. Ostend Street.  In addition to the culvert replacement, the existing water main and sanitary sewer located adjacent to the culvert will be replaced and lined, respectively.  The project will return the post-development landuses to pre-existing conditions and therefore no increase in impervious area is anticipated with this storm drain replacement project.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 0.40 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.40 ac of this project.
