Application for Waiver and Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277.  The applicant must provide Stormwater management for the proposed project whether or not the waiver is granted.

Project Description:  The project site is located on the south side of Wabash Avenue, between West Northern Parkway and North Rogers Avenue, in the southeast corner of Arlington Cemetery owned by Chizuk Amuno Congregation in Northwest Baltimore.  The site is comprised of Lot 29 on Block Plat 4286A. The proposal is to construct 57 units of Housing for the Elderly.  The proposed development meets Environmental Site Design and Stormwater Management Requirements for Quality Management with Rooftop Disconnections, Micro-Bioretention Facilities and a Groundwater Recharge Field.  A variance under section 24-1 is required for a small portion of untreated impervious area unable to drain to a SWM facility.  Quantity Management is met through underground storage pipe and an outlet control structure.

The Applicant is requesting a Waiver in accordance with Baltimore City Code Section 23-1 for Quantitative Control Waiver and Sections 23-2 (2) (i) and 23-2 (2) (ii) for Qualitative Control Waiver. The applicant is requesting a variance in accordance with Section 24-1 for a small portion. The Applicant has demonstrated through engineering studies that Environmental Site Design has been implemented to the maximum extent practicable.
