RECONSTRUCTION OF ANNAPOLIS ROAD
WATERVIEW AVENUE INTERCHANGE AT MD 295/RUSSELL STREET

Application for Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a waiver to the Baltimore City Stormwater Management Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Project Description: The project is located in the City of Baltimore along Baltimore Washington Parkway (Russell Street) and at the intersection of Annapolis Road / Waterview Avenue approximately 0.7 miles south of the I-95 and Russell Street interchange. The City is proposing to reconstruct the Annapolis Road / Waterview Avenue Interchange which includes reconstruction, widening of new on and off ramps from MD 295, Russell Street to Annapolis Road as well as the reconstruction of the Annapolis Road, and Waterview Avenue Bridge over MD 295. Approximately 500 ft. of existing 12” waterline will be replaced on Annapolis Road, as well as 255 ft. of existing 12” waterline on Waterview Avenue.

The Applicant is requesting a Quantitative Control Waiver in accordance with Section §23-1(A) and §23-1-(3) of the City Code. In addition, the Applicant is requesting a Qualitative Control Waiver in accordance Section §23-2(2) and §23-2(4) of the City Code. The department determines that circumstances exist that prevent the reasonable implementation of [quality control practices] Environmental Site Design to the Maximum Extent Practicable. Therefore, the Applicant has demonstrated through engineering studies that Environmental Site Design has been implemented to the maximum extent practicable.
